David’s expertise in gas infrastructure, gas procurement, air permitting, midstream development, water development and energy markets allows DCES to identify sites with the fastest path to power. He brings deep regulatory knowledge and longstanding public, private and political relationships that are critical to advancing large-scale infrastructure developments.
With more than 20 years of experience, he has built and scaled multiple successful energy businesses and long-term value creation across complex industrial projects.
Matthew Derrick

Matthew Derrick leads the company’s land and real estate development strategy.
Matt’s expertise in land acquisition, real estate development, entitlements, permitting and community engagement allows DCES to identify and advance strategic sites with the fastest path to development. He brings deep experience navigating complex land transactions, municipal processes and stakeholder relationships that are critical to delivering large-scale infrastructure projects.
With more than 20 years of experience, he has led over $1 billion in development projects across complex industrial and real estate platforms.

Chelsea Williams leads the company’s financial and business development strategy.
Chelsea’s expertise in finance, fundraising, commercial development and corporate strategy allows DCES to structure and scale complex infrastructure opportunities from inception through execution. She brings deep experience in capital markets, strategic partnerships and managing large-scale industrial projects and companies.
With 15 years of experience, she has led over $1 billion in mergers and acquisitions, debt financings and equity capital raises across public and private energy and infrastructure platforms.
